MLB needs to decide if the All-Star Game is an exhibition or if it counts

The All-Star Game is a great vehicle to determine home-field advantage for the World Series.
This exhibition game is a terrible idea to be the determining factor for home-field advantage.
Baseball needs to go one way or the other. Neither is the wrong answer but combining exhibition and real penalties for losing makes no sense.
If the game is an exhibition, why does the result matter?
If the game determines home-field advantage, why do fans vote for starters and the last player on the roster?
Baseball needs to choose one or the other. Eight of the last 10 World Series have been won by the team with home-field advantage. The All-Star Game clearly matters yet why are the Astros represented? Every team must be represented in an All-Star Game, even if they have no legitimate All-Stars. It’s impossible to explain how any Astro should help determine who hosts Game 7 of a World Series.
Baseball needs to determine whether the game is an exhibition for the fans or an exercise of major implications. If the American League wins this year, it’s further proof that change is needed.
